Why did Stalin decide to become the Soviet Premier all of a sudden in 1941? Also, why Marshal of the Army?

Weren't Marshal and Defense Minister the same thing? So this confuses me. He was the chief (prime) minister of the Sovnarkom , and also a subordinate (non-prime) minister (of Defense). This is confusing. He was doing fine as General Secretary from 1924-41.
